General Hawk is ordered by The Jugglers to escort a group of mysterious children - who turn out to be clones of the former Cobra emperor, Serpentor - to a military base where they could be better cared for. Believing that The Jugglers intend to actually destroy the children, Hawk defies the orders and attempts to re-route them to a safer facility. However, the convoy transporting the children gets intercepted by none other than Serpentor; alive and looking for revenge.
